Ordinances
May I burn leaves inside the city limits?
Yes, you may burn leaves as long as their is not a burning ban in effect.
It is NOT permitted to burn trash at any time within City Limits.

Is it legal to drive a golf cart in Agency?
Yes, the City of Agency does have an ordinance in effect that makes a provision for Golf Carts as long as they are registered with the City of Agency Annually. Please refer to the attached Ordinance and Sample Registration Form that is available at City Hall.
Application Process
I am interested in applying for a job with the City of Agency, what do I do?
You will need to fill out an application if available. Please ensure you meet the qualifications for the position you wish to be considered for. If you would like to include a resume, simply attach it to the completed application. You may mail or drop off the application at City Hall. Interviews will be scheduled accordingly.
Does the City of Agency hire part time employees?

What is the process for getting a Building Permit or Rental Program permits?
We have the necessary forms for the Building Permits and Residential Rental Inspection Program at City Hall.
Animal Services
How do I enter my dog into the cities dog photo rolodex?
The City of Agency maintains a Dog Photo Rolodex to help keep our community’s pets safe and promptly reunited with their owners. This Rolodex includes a photograph of each registered dog along with the owner’s contact information.
If a dog is found wandering within city limits, City staff will compare the animal to the photos on file, identify the dog, and attempt to reach out to the owner.
Residents are encouraged to keep their dog’s photo and contact details up to date to assist in the city’s efforts to maintain a safe and pet-friendly community.

Are chickens allowed in town?
Yes. Chickens are allowed within the City of Agency, but there are restrictions on how they may be kept.
Residents may keep up to three (3) chickens on their property. Roosters are not permitted.
Under Chapter 1 – Animal Control, Sections 4-1-9, 4-1-11, and 4-1-12 of the City of Agency Code of Ordinances, chickens and other fowl must be kept confined to the owner's premises. They may not be allowed to run onto another person's property, public streets, or public places. Animals must also be kept in a manner that does not disturb the peace and comfort of neighbors or create a public health concern.
In short: Yes, chickens are allowed in Agency — up to three hens, no roosters, and they must be kept confined to your property.

Are cattle allowed in town?
Yes. Cattle may be kept within the City of Agency as long as the property meets the City's minimum acreage requirement.
Under Chapter 1 – Animal Control, Section 4-1-13 – Cattle—Restrictions, it is unlawful and constitutes a nuisance for any person to bring, collect upon, keep, maintain, or feed cattle on less than five (5) acres of pasture ground within the city limits that is owned, leased, or occupied by that person.
In short: Cattle are allowed within the City of Agency if the owner has at least five (5) acres of pasture ground within the city limits. Properties with less than five (5) acres may not be used to keep, maintain, or feed cattle.

What animals aren't allowed in town?
The City of Agency's Code of Ordinances prohibits certain animals from being kept within the city limits. Under Chapter 1 – Animal Control, Section 4-1-14, it is unlawful and constitutes a nuisance to keep, feed, or maintain certain specified animals within the City. The prohibited animals include:
- Horses
- Jacks
- Mules
- Donkeys
- Burros
- Ponies
- Goats
- Sheep
- Swine
- Wild or exotic animals
- Snakes that are venomous or constrictors
- Staffordshire Terrier
- American Pit Bull Terrier
- Staffordshire Terrier breeds of dogs
- Lions
- Tigers
- Jaguars
- Leopards
- Cougars
- Lynx
- Bobcat
- Wolves
- Coyotes
- Foxes
- Badgers
- Wolverines
- Weasels
- Skunks
- Minks
- Raccoons
- Bears

Do dogs need to be vaccinated for rabies?
Yes. Dogs who are six (6) months or older within the City of Agency are required to be vaccinated against rabies.
A tag showing evidence of proper vaccination shall be worn by every dog when not confined.

Are animals required to be confined to their owner's property?
Yes. Animals are not permitted to run at large within the City of Agency.
Under Chapter 1 – Animal Control, Section 4-1-4, owners are responsible for keeping their animals under control and preventing them from running at large. An animal is considered to be running at large when it is off the owner's property and not under the control of its owner or keeper.

What should I do if my dog has been impounded?
If your dog has been impounded by the City, contact City Hall as soon as possible to determine whether your dog is being held and what is required for its release.
Impounded dogs may be recovered by the owner, upon proper identification, by payment of the impounding fee and boarding costs, and the costs of vaccinations if vaccination is required by Section 4-1-3. If such dogs are not claimed within five (5) days after notice, they shall be disposed of in a humane manner as directed by City Council.

Sanitation & Recycling
What day is Garbage Collection Day?
Garbage Collection Day for Agency is Tuesday. It is advised to put your toter out the night before for collection. Waste Management runs their route early and is not required to come back and pick up items set out AFTER they have been by your residence.
Recycling goes out bi-weekly on the gold week.
Do Holidays effect the day of garbage pickup?
If your service day falls on or follows one of these observed holidays, your service will be delayed by one day for that week only.

How often am I able to put a large item out for bulk pick up?
One bulk item per house will be collected weekly. This item must be prescheduled for pick up by calling City Hall (641) 937-5215.
"Bulk Item" - Large household item that does not exceed 4' x 4' x 2', weigh no more than 60 pounds and can be safely lifted by one person.
How do I dispose of yard/green waste?
Yard/Green waste will not be picked up by Waste Management. Residential yard/green waste may be disposed of at no charge in the compost area at the Wapello County Landfill.
Water Utilities
How could I have used this much water?
You could possibly have a leaky toilet or faucet that's difficult to detect. Just call the office and we'll work with you to solve the problem.
When is my utility bill due?
Water Bills are due on the 1st of each month. You have until the 15th to pay that amount without penalty. After the 15th a penalty will be applied. If payment has not been received by the 20th of each month the water service will be shut off until the past due amount plus a $25 reconnect fee is paid.
What do I do if I am experiencing low pressure?
Check your meter and the surrounding area for possible leaks. Next, call our office and report low pressure for your area.
Why do I have a previous balance when I know I sent in my payment?
We may have received it after the due date or we may not have received it at all. Call our office and we will help you solve the problem.
